Yes, this evil proposition is a hot potato in the UK. Some like it (yeah, the corporations) and some don't (many artists, definitely consumers and Internet users). This clip from Mark Thomas does a great job explaining the stupidity. My personal favorite quote is that from Cory Doctorow which starts at 03:58:
"Imagine that, if Universal or EMI or any other big label made three false accusations of copyright infringement - three strikes - that we could go over to their offices with a big set of bolt cutters, and chop off their Internet access. And for a period of one year, they can be the record label that does all of their business by fax and carrier pigeon. It would be the corporate death penalty for them. That's what they're proposing to do to people who are accused, but not convicted, of file sharing, and their families."
